Câmara Municipal de São Gonçalo

A council chamber on a grocer's land

The council chamber of São Gonçalo sits in an old judicial courthouse on Rua Francisco Portela, looking every bit like the dignified home of local government. Yet the ground beneath it carries a much more down-to-earth origin. Long before aldermen debated municipal laws here, this parcel belonged to a Portuguese immigrant shopkeeper named José Alves de Azevedo, known to everyone in the neighborhood as Zé Garoto.

That contrast between official ambition and everyday street life runs through the whole town. For most of its early history, São Gonçalo was governed from across the bay or down the road in Niterói, treated essentially as rural farmland and sugar estates. When local leaders finally won political independence in 1890, they needed places to build the machinery of a self-governing city.

Instead of carving out an isolated civic citadel, municipal power planted itself right on the land of the local grocer. Today, the council meets behind these neoclassical pilasters, passing resolutions for one of the most populated working-class cities in Brazil. The setting is formal, but the address never quite shook off the man who used to sell dry goods from the corner.
