Praça XV de Novembro

The square that pushed back the bay

Praça XV de Novembro looks like a grand, stable civic square, but almost everything underfoot was once seawater. For centuries, this was Rio's primary front door, a muddy natural landing where sailing ships dropped anchor and small skiffs ferried passengers and cargo ashore.

As the colonial settlement grew into the capital of a Portuguese empire, the original shoreline proved far too cramped. The city began filling in the shallows, pushing the water back in successive waves of landfill. Along the newly created ground, merchants set up fish stalls at Praia do Peixe, peddlers sold produce, and ferry docks eventually organized passenger traffic across Guanabara Bay. It became a crowded, noisy mix of royal ceremony and waterfront trade, smelling of salt fish, wet timber, and horse carts.

In the twentieth century, modern planners decided the city needed highway lanes more than a relationship with the water. An elevated expressway called the Perimetral was built right along the shore, slicing through the district and throwing the entire waterfront into permanent shadow. For decades, the square was choked by concrete pillars, traffic noise, and exhaust fumes, completely severing the city center from its bay.

That isolation only ended in the 2010s, when the city tore down the elevated expressway and rebuilt the waterfront promenade. When the concrete came down, daylight returned to the plaza, and so did the view of the bay. If we stand here today, it takes some effort to imagine waves lapping where we walk, but that is what four hundred years of engineering came down to: a city that simply refused to accept where the ocean ended.
